Construction Work Stops at Carem 25 SMR at Atucha Nuclear Power Plant in Argentina

Techint Engineering & Construction, citing late payment from the government, design changes and late delivery of technical documentation, has halted work on a pioneering small modular reactor facility in Argentina. Techint temporarily suspended 270 people carrying out civil engineering work on the Carem 25 small modular reactor at the Atucha nuclear power plant. Techint had repeatedly asked Argentina’s National Atomic Energy Commission to take urgent measures to mitigate the project’s serious financial breakdown, but that they had not received a response.


Carem 25 is a simplified pressurised water reactor, and the Atucha project was one of the first in the world to try to bring an SMR online. If successful, the scheme was to have been followed by a second 100-200MW reactor in Formosa Province. The project was to take up 14 ha of the Atucha nuclear plant, and accommodate a 25MW prototype SMR. Works included the containment vessel, the control room and the plant rooms for the facility’s operating systems.

The ARS 298 million ($64 million) contract to manufacture the 200 tonne vessel was signed in a ceremony led by the head of Argentina's cabinet Jorge Capitanich and federal planning minister Julio De Vido. As well as the manufacture of the vessel - which is 11 m high and 3.5 m in diameter - the contract also includes the associated internal structures and its installation at the plant. The RPV has been designed by Argentina's national atomic energy commission, the Comisión Nacional de Energía Atómica (CNEA).

CAREM - the name is taken from Central ARgentina de Elementos Modulares - is a domestically-designed and developed 25 MWe small modular pressurized water reactor. A prototype of the design, CAREM-25, is being built at a site adjacent to the Atucha nuclear power plant in Lima, 110 km northwest of Buenos Aires. According to the CNEA, the unit is currently scheduled to begin cold testing in 2016 and receive its first fuel load in the second half of 2017.

Contract for prototype CAREM balance of plant

Argentina's National Atomic Energy Commission (CNEA) has awarded a contract to a joint venture between Tecna and Siemens to supply the balance of plant (BOP) for the prototype CAREM-25, a domestically-designed and developed small integral reactor.

The contract was signed on 3 August in the presence of Argentina's minister of energy and mining Juan Jose Aranguren; secretary of electric power Alejandro Sruoga; assistant secretary for nuclear energy Julian Gadano; CNEA president Norma Boero; and representatives from Siemens and Tecna.

The contract was awarded following a three-stage tender, launched in 2014. It covers the entire conventional island and the tertiary circuit, as well as the demineralization plant and the auxiliary boiler. Work under the contract is scheduled to be completed by the end of 2018, followed by a trial operation period ending in July 2019. Commercial operation of the prototype reactor will then follow.

In a statement, CNEA said: "This is a new milestone in the development of this strategic project." It said Argentina hopes to use CAREM to compete in the market for the supply of small modular reactors "in the near future".

It said the contract represents an investment of ARS 1200 million ($80 million) and will directly create 400 jobs.

CNEA noted the contract marks the return of Germany's Siemens as a nuclear supplier to the region, following its participation in the construction of the Atucha I nuclear power plant.

What a cute little baby reactor.
